If BOB3 doesn't recognize your hand, or the eyes don't even light up in a player color, you can change the value in
line 22:

Instead of the value

you can try
smaller values like
6
or
4
or
bigger values like

or
12
....
BOB3 is blinded by infrared (IR)
light! Incandescent lamps, halogen lamps and daylight contain a high proportion of IR light! The light from LED lamps and fluorescent tubes contains little IR and hardly disturbs BOB3!
If you soldered the BOB3 yourself, you can still check the alignment of the IR components:
The bluish
IR-LED and the black
phototransistor may be 'looking' in completely different directions.
Bend both a bit so that together they squint a little towards the middle...
